In 2006 many British invested in an off-plan development in Cape Verde. The development was called Villa Verde (now Agua Hotels). The developers (Tecnicil) completed eventually but it was within the Investors rights according to the Contractual Agreement to get a refund if the development didn't complete on time. Along with many other worrying issues that came alongside the delays, Investors opted out, but were never refunded. The resort is now finally finished 10 years later and properties are being sold and rented out - YES the properties we paid to build!!! After many negotiations and trying to either recoup the money or the property the developers were impossible to deal with and so too have been the Cape Verdean law system and the Cape Verdean Government. Our Government here and the EU who should support British people have also been very unresponsive. Tecnicil went into liquidation but remain trading and Novobanco took up the financial responsibility of the resort. Novobanco are also refusing respond to the people who have lost their hard-earned savings. Thank you for your time and any help you have offered in this matter.
