A PETITION TO END OUTSOURCING OF JOBS TO FOREIGN COUNTRIES At the present time US unemployment is almost 10 percent and there are over 1.6 million Americans that are unemployed because of outsourcing of call centers to foreign countries. This does not include the number of manufacturing jobs that have been outsourced in recent years. In all, Over 500 Top American companies have their call centers in foreign countries. Also, 35 US States have the call centers for their Food Stamp Services in India and Mexico. We consider this a slap in the face of the American people. PROPOSED That within 3 months, all states using foreign call centers for their Food Stamp programs must use call centers within the United States or lose ALL Federal Funding. States that comply could receive extra funding to assist in the cost of setting up their call centers. That within 4 months, ALL US companies must have all of their call center activities done within the United States or receive stiff financial penalties. If these companies comply, they could receive substantial tax breaks. That within 1 year, All companies that are manufacturing goods in foreign countries must have begun to move their manufacturing plants back to the United States or receive stiff financial penalties. If these companies comply, they could receive substantial tax breaks. That no US company or State may use foreign call centers unless US unemployment is under 1 percent. GAINES This proposal will not impose an increased tax burden to the American citizens as all of the newly employed will not only be paying their taxes instead of collecting unemployment insurance or welfare, but will also be spending more money, thus raising the standard of living to all American Citizens
