Willie Rivera moved himself into Ward One District in January 2013, prior to that, he lived in Sacramento, California where he was attending college and working for former State Senator Michael Rubio. Willie Rivera should not be allowed to take the Oath of office as the Ward One representative until the Kern county Superior Court can rule on the legalities of the residency requirement for city Council. Do the residents of Ward One want to be respresented by someone who moved into the district without knowing the concerns of the constituients. Do we want to be taxated without representation.
