    Comments: The accelerating pace of Vermont's education spending requires an immediate 'break'. Once the brake is applied the cost issues can be addressed within a framework of affordability. Thus, I strongly support the Governor's desire to implement a 'cap' on education spending tied to an appropriate 'benchmark' with respect to Vermonters' capacity to pay for education, e.g. the growth of personal income.

    Comments: I urge you to carefully examine the cost drivers of school budgets. Until there is a clear understanding on the part of the legislature, it is not productive to simply tell school boards to cap their spending. There are many other methods of funding schools without relying solely on the property tax. For example, a simple "wage tax" levied on everyone would raise a considerable amount of money, while making sure that people are equitably charged. Property taxes on second and third homes should remain in place. Thank you for your attention.

    Comments: The legislature MUST set aside the partisan posturing and address unsustainable education funding in Vermont. Moreover, it is time to collectively stand up to the VT-NEA and reexamine the need for teacher strikes. Why are they the only public servants allowed to take such an extreme position It only serves to divide communities and hurt children. Give teachers the exact same legal remedy as state/municipal employees and take a giant step forward to contain costs!

    Comments: Holding to caps while health insurance alone can drive significant sections of budgets up by 8.5-14% or even more... This one small driver beyond local control. I urge you to give Item 5 attention and put voting on hold for now. We must know what is broken before we can fix it.
