In Commonwealthof Virginia, having a Driver's License is considered a priviege; but in fact it is actully a necessary for Virginians. As of July 2016, over 900,000 Virginians have licenses that are suspended just because of failure to pay court cost and fines. That is 11% of a Commonwealth State of a population of 8.4 million people; which does not include over another 25% of suspensions due to other driving violations, or child support issues.

Many of those 11% Virginians are low-income or single parents, and not having a driver's license makes it even harder for them to maintian a stable life stye for them and their families.
