All countries need strict laws and education about animal welfare, including pets, working, livestock too.
How in this day and age can human be so barbaric. Cruelty to animals is a crime and punishment to fit this crime needs to happen..

The real ones that deserve punishment are the humans for not spaying an neutering. Not the dogs fault.
