IMPORTANT ISSUES IN PUBLIC INTEREST FOR YEAR 2016-17 ADMISIONS in medical and engineering colleges KARNATAKA, india

  • Upper limits of tuition fees for 15% other management quota and 10% NRI quota in private unaided institutions and 20% management quota and 10% NRI quota in minority institutions must be fixed by state government and must be notified in rupees and US dollars respectively in government order for year 2016-17. As per section 8 of 2006 fee regulatory act of Karnataka. Compliance must be shown to provisions of Karnataka capitation fee act and supreme court orders, AICTE, UGC Circulars.
  • Presently other Management quota and NRI , Gulf and foreign national quota seats in both aided and unaided and minority colleges are arbitrarily being allotted without following transparent merit based system and seats are being sold illegally by collecting cash of lakhs of rupees..this is contempt of supreme court orders and AICTE.UGC circulars. Hence a common transparent and online system must be implemented with clear guidelines by state government. And director of technical education must be instructed not to approve any admissions done without transparent merit based process.
  • The last cut of date for admissions for all categories of admissions must be august 31st as per supreme court orders in parshwanath charitable trust vs AICTE orders appeal 9048 of 2012. Presently CET and COMED K rounds are finished in july31 and management and NRI quota are being done till October 31st. this is encouraging illegal seat blocking in CET and COMED K exams as vacant seats of CET and COMED K are going back to management quota under reconciliation process. Reconciliation must be abolished as it is encouraging seat blocking and also violating AICTE norms on SEAT MATRIX. Change of seat matrix after notification by government can not be allowed. AICTE has issued circular that vacant seats in management quota have to go back to merit pool general quota.
  • There is no scope for reservation to any caste/category in COME D K ,management quota and NRI quota as they are general quota.. They must be filled up on inter se merit method. In last many years it is seen director of technical education has been illegally approving admission of candidates scoring less than 45% minimum eligibility marks in NRI an d management quota, claiming they are SC/ST candidates.
  • Some trusts and societies are directly collecting tuition fee and issuing receipts. this is illegal since as per law only educational institutions are allowed to collect tuition fee.

Honorable higher education minster may please direct authorities to issue clear orders on above issues and also create a comprehensive admission approval format for colleges to furnish all vital data and compliance of supreme court orders,AICTE,UGC norms and state govt norms on collection of tuition fee and admission process and also publish in govt website about declared admission POLICY and tuition fee policy as done by Maharashtra and other states.
