Mr. Terrence MacArthur is a Purple Heart holding Permanently and Totally disabled veteran, who willing served his country.  After years of struggle, he qualified for a VA mortgage and bought a home in Ogden. At some serious expense, he built a coop for his 6 hens and a rooster, in a large back yard which is completely fenced and which is not visible from the street or sidewalk. His birds are free range and organically fed. He uses the eggs to help with grocery costs and gives the excess eggs away to neighbors. His neighbors have no problems with his chickens, yet the city of Ogden is forcing him to get rid of them or face extensive fines, based on a 45 year old law. Times have changed. There is a massive and growing Urban Farming movement in this nation.  Towns and cities across the nation, and specifically throughout the Wasatch Front in Utah, have been amending laws and codes to allow for small scale gardening and raising of small food animals. Such activities, reasonably regulated,  no longer detract from a city's image or decrease property values. Forcing a disabled U.S. combat veteran to get rid of a half dozen chickens, the presence of which has no detrimental effects, and which he relies upon to help feed his family, will indicate that Ogden is living about 20 years in the past and has little or no consideration for the individual citizen. The city of Ogden should cease enforcement action against Mr. MacArthur and review its statutes and codes in order to allow for limited, small scale, agricultural activity within its limits, to include the keeping of limited numbers such small food producing animals as chickens on properties which have adequate space for such activities.
