The Lafayette Glen residents have reviewed with great concern the final staff report dated March 10, 2014, to the Design Review Commission (DRC) covering the environmental impacts contained in the Mitigated Negative Declaration (MND) of the proposed Wight home construction at the end of Monticello Road (HDP20-13). The document makes no mention of the inevitable traffic congestion associated with the construction traffic estimated by Young & Burton, the general contractor, to be as much as 12,000 round trips over twenty-two months (which translates into one construction vehicle entering or exiting the neighborhood every ten minutes for over two years). Entry and exit to Deer Hill Road from the Glen Neighborhood directly across from the BART Station parking lots can be challenging and frequently hazardoustodaywithout the addition of excessive construction traffic particularly during rush hour. We request the DRC and henceforth the City Council take this traffic risk into consideration and adopt the following recommendations to limit the impact on the neighborhood:

That only one large truck associated with this project be permitted in the neighborhood at any given period of time, so as to limit congestion bottlenecks and hazards to neighborhood vehicles and pedestrians from the passing of trucks on the narrow roads to include North Thompson, Glen Road and Monticello Road,

That transit of trucks associated with construction be limited to 9 AM to 3 PM, avoiding peak commute hours,

That a traffic monitor be hired by the city, paid for by the general contractor, during all working hours to document the entry and exit of construction vehicles from the neighborhood and to ensure that the contractor does not stage trucks within the neighborhood, particularly at the end of Monticello Road,

That the general contractor pay for the cost of upgrading the Glen Neighborhood security cameras so that they can monitor the entire route of construction truck traffic flow;

That, as a condition of approval, the applicants and their contractor consent to a schedule of appropriate fines (payable to the city or county, as with fines for other construction violations) for violations of these standards and procedures, with such fines to increase for each violation, and with prompt payment of such fines to be a condition of continued work on this project .

We, the residents of the Glen neighborhood, as documented by this petition, request the DRC and City Council's adoption of these traffic control standards and in all other respects attempt to minimize the disruption and environmental impact of this extraordinarily large construction project above our neighborhood.
