THE COMMUNITY WITHIN THE TOWN OF WILKESBORO, NC REQUESTS A WEEKEND COLLECTION FOR RECYCLE AND TRASH DUE TO THE UNDUE BURDENS PLACED BY ORDINANCE 51.03 (E&F) TO THE COMMUNITY.

The Town of Wilkesboro is placing an undue burden to the community by a poorly written ordinance which appears to be double speak. This gives them room to harass the community at will. Example: 51.03 (E) claiming collection, containers must be off the traveled portion of the street by 6:00am ??? Who puts their trash in the traveled portion of the street to begin with?? And the collection is not able to be at every location prior to 6am and therefore causes every property owner to be in violation regardless. Not to mention the commuters that leave their homes before 6am and do not return until well after 7pm. Also to include the reckless manner of the garbage & recycle collectors that throw the containers and rollout carts into the street and set up the property owners for an automatic violation. The garbage/recycle collectors should be made to place the containers back as they found them, lawfully.

The Town of Wilkesboro is also placing an undue burden to the community by giving an automatic violation for ordinance 51.03 (F) by placing a 7:00pm curfew to remove rollout carts and other containers from the street or alley. Due to the nature and lack of employment within a reasonable area most property owners that are not retired find that the curfew is an undue burden and creates an automatic penalty for commuting or shiftworkers. Not to mention the poor hardworking souls that are forced to work long hours or second jobs.

It is proposed that the Town of Wilkesboro create a weekend collection for trash and recycling to accomodate the community which is being forced to commute or is financially unable to hire someone to beat the garbage curfew. The weekend collections would allow the working class the opportunity to comply without the undue stress and threats by the Town of Wilkesboro. And this should not be at any additional expense since our county & town take the highest tax rates and should not penalize the working class family that must work to survive.

In signing this petition you are standing up and being counted. Tell the Town of Wilkesboro, NC that they should be interested in quality of life and peace of mind to everyone not just the ones that have the disposable time and income to comply with this unreasonable burden. The working class should not be penalized for working late or split shifts. The weekend collection would give the working class the opportunity and time to bring out their trash/recycling and put it away timely by 7pm. Also this is telling the town to correct the wording of 51.03 (E) which is oddly written in reference to the 6:00am curfew that makes no reasonable sense.
