    Comments: Requesting attention to: The President of Republic of Indonesia The Chairman of House of Representatives The Constitutional Court of Republic Of Indonesia Minister of Law and Human Rights of Republic of Indonesia We, who signed this petition, stated that the legalization of Narcotics Law of Republic of Indonesia is a violation of basic human rights to live in freedom of fear; as this Law has repressed drug users by criminalizing not only drug users but also their family members and friends, with no regards to the health aspect of drug use. According to this Law, the implementation of the Harm Reduction Program – which aims to reduce the level of HIV incidence among injecting drug users - will face constraints and difficulties, as the law also criminalize people working in the Needle Syringe Programs, which providing clean & sterile needles for injecting drug users. Therefore, we demand that: 1. The President of Republic of Indonesia immediately issue Government Regulation to Change/ Substitute the Law, with the argument that the implementation of this Narcotics Law is conflicting with people’s needs. 2. The House of Representative of Republic of Indonesia should call a meeting with the Government of Indonesia for further clarification regarding this Law and its relation to the people’s rights of healthy living. 3. The Constitutional Court of Republic of Indonesia should use its authority to cancel this Law, as it is conflicting with people’s needs. 4. The Minister of Law and Human Rights to immediately conduct in-depth analysis on how the implementation of this Narcotics Law will affect one’s right to a healthy life. Signed, Human Right world
