Tired of Paying Extra for Credit Card Gas Purchases

When paying for gas, some places charge extra PER GALLON for using a credit card. It is my understanding that they charge a fee for an electronic transaction but then why do they charge for EVERY gallon and not ONCE for the INITIAL transaction?
