Whereas, the residents, businesses, institutions and other stakeholders locatedin the Libbie/Grove to Bandy Field area of Three Chopt Road in Richmond, Virginia desire to be able to safely walk across Three Chopt Road and;

Whereas, Three Chopt Road,earliernamed "Three Notched Trail", is one of the oldest and most historic connections between the James River Estates area of Richmondand Charlottesville, Virginiato the west and:

Whereas, Three Chopt Road has been, through the years, well preserved as a scenic roadway lined with many historic residences and which roadway has providing important access to surrounding neighborhoods, businesses, schools, churches, the Country Club of Virginia and the University of Richmond, and;

Whereas, Three Chopt Road also serves as an important north/south connection for traffic traveling through the neighborhood to Broad Street Road and I-64 to the north and to Cary Street Road, River Road and the Huguenot Bridge to thesouth, and;

Whereas, thevolumeand speed of the traffic traveling on this section of Three Chopt Roadmakespedestrian crossings difficult and often timesunsafe for residents, students, parishioners, members, visitors, guests and customers of the manystakeholders in the neighborhood,

Therefore, we the undersign, do petition the City Council and the City Administration of the City of Richmond to proceed with all dispatch to design, construct and maintain safe pedestrian crossing(s)on Three Chopt Road between Grove Avenue andBandy Field.
