There are many gamers getting frustrated with the lack of companies to release fully tested games. With the advent of consoles that can update games after their release, their is no incentive for developers and distributers to release tested games. There needs to be regulation, to keep companies from releasing these type of games on the public. Right now there are no regulations against it. Any other industy, that would sell you a product that wasn't fully tested, would certainly be sanctioned. Why should companies be allowed to sell games, to the hardworking families around the world, that haven't fully been tested. If a company offers an online feature to their game, that should work upon release. Especially if they are going to charge you for that service. Now this petition isn't to stop bad games, but to ensure that all the features that are promoted to sell a game are working upon release.
