Historikisht banoret e kesaj krahine kane patur nje komunikim te gjithanshem shekullor te Pavarur dhe Veteadministrues te njohur zyrtarisht edhe nga Perandorite dhe fuqite e shekujve te kaluar, komunikim ne radhe te pare me Greqine, Qipron, Italine, Francen. Spanjen e te tjera vende te Mesdheut. Kejo tradite e nderprere ne dekadat te regjimit komunist vazhdon sot me himariote te emigruar deri edhe ne Amerike. PETICIONI: Ne, himariotet qytetare amerikane si iniciatore te ketij Peticioni po edhe te tjere ne vende te ndryshme te botes, me orgjine nga te gjitha fshaterat e Krahines se Himares konstatojme se ligjshmeria aktuale e shtetit shqiptar e miratuar dhjetevjecarin e fundit nuk garanton dhe siguron shtepite dhe pronat tona te trasheguara nga te paret tane dhe per kete neve te gjithe jemi te shqetesuar seriozisht. Pamvaresia e prones himariote dhe manaxhimi i saj nga vete banoret e krahines ndeshin ne nje sere hallkash dhe pengesash nga ana e ligjshmerise shqiptare qe vete neve himarioto-amerikaneve na vene ne konflikt me persona dhe qyteare qe nuk kane asnje lidhje me krahinen, po edhe me vete shtetin shqiptar. Jo vetem neve si amerikane e kemi nje pengese te tille, kejo pengese eshte e pranishme dhe e perditeshme edhe per vete banoret himariote qe aktualisht jetojne aty, duke reduktuar ose paralizuar plotesisht nismen per aktivitet bisnesi kryesisht atij turistik. Nje gje e tille vjen nga stimulimi i ligjshmerise shqiptare, te posedimeve pronesore te padrejta ose konfuzioni i krijuar qellimisht prej saj duke aprovuar ligje ne dem te prones dhe pronarit. Krahina e Himares ka resurset turistike me te medha per zhvillimin e saj drejt standarteve te Evropes si e tile ajo pengohet nga kejo ligjshmeri qe te kaloje plotesisht ne doren e himariotit per zhvillim te pavarur pronesor duke e mbajtur ne nje stanjacion dhe prapambetje nga kerkesat kohore te turizmit modern bregdetar. Ne himarioto-amerikanet kemi bere pak ose aspak investime ne Krahinen tone per shkaqet qe thame me siper dhe ne kete drejtim kerkojme ndihmen dhe nderhyrjen sa me pare te qeverive e te organizmave nderkombetare per garanci juridike te prones sone dhe zhvillimin e saj mbi bazen tradicionalo-moderne nga vete banoret e zones se Himares duke u mbeshtetur ne nje plan zhvillimi turistik te diskutuar dhe miratuar me pare nga vete banoret e asaj zone duke evituar dhunen dhe uzurpimin e teritoreve me te lakemuara te Detit Jon.     Comments: PETITION To: American Government Albanian Government Greek Government European Union HISTORY: The region of Heimarra (Chimearra) is geographically located in the coastline of Ionanian Sea , also known as Riviera of Albania, and presently, administratively includes 7 villages: Himara, Vuno, Dhermi, Palase. Qeparo, Kudhes, Pilur, however, historically it included over 20 independent villages which were separated due to political and experimental passions of religious confrontations from traditional Christian to Oriental, which did not succeed even in the last few decades, and has kept and developed further its culture and historical heritage in the interest of the World Civilization. Historically, inhabitants of this region had throughout the centuries an Independent Administration and Self-Governance recognized officially from the Empires and powers of past centuries, and also, traveled and interacted first of all with Greece, Cyprus, Italy, France and other Mediterranean countries. This tradition which was interrupted during the decades of communist rule continues today with Heimarriot immigrants in the United States . THE PETITION: We Heimarriot-Americans as initiators of this Petition but also others in other countries of the World, originally from all villages of Heimarra region conclude that the present legislation approved during the last decade does not guarantee the rights to inheritance of houses and real properties from our families and we are seriously disturbed. The independence of Heimarriot property and its management from the residents of the region run into a series of barriers from the Albanian legal framework, in which we as Heimarriot-Americans are placed into conflict with people which have no connection with the region as well as with Albanian state. Not only we as Americans have such a barrier, but this barrier is daily present for the Heimarriot residents which actually live there, by reducing or paralyzing the initiatives for business mainly tourism. Such an issue comes from stimulation of Albanian legislation, of illegal property possessions or the confusion created intentionally by approving laws to the detriment of the owner. The region of Heimarra has major tourist resources for its development towards European standards, and as such legal conditions should be created to pass the property completely in the hands of its rightful private owners, the Heimarriots residents in order to develop the region. We, Heimarriot-Americans have made little or no investments in our Region because of the reasons underlined above and to this extent are asking for your help and intervention as soon as possible of the international organizations for judicial guaranties of our properties and its development with modern and traditional basis from its own residents of Heimarra region based on a tourist development plan discussed and approved by the residents of this region by avoiding violence and usurpation of the sought after territories near Ionian Sea . In the global historic review of the rights of Heimarriot residents and of the region of Heimarra, we are pointing to the most urgent: - The return by law of the property of Heimarriots in the conditions of 1946, the time when was taken by force from the communist state, but which in none case has been return voluntary (especially for the region of Heimarra which did not approve of the future communist state.) - The return of property by law to heimarriot residents, even with a separate Clause for Heimarra should not determine none economic, politic, or ethnic condition but within the Albanian state. - The region of Heimarra should approve its own rules of returning the property according to a legal regional document based on the documents from archives in the years the property was taken by force from the communist state. - The return of property with a specific law is one of the International Human Rights of Heimarra Region which should be concluded as soon as possible from the Albanian State.
