We, the undersigned, ask the Congress of the United States to enact legislation to create a national strategy so emergency public information, including warnings, will always be coordinated with other emergency response measures.
A Partnership for Public Warning report that was written ten years ago, "A National Strategy for Integrated Public Warning and Capability”, can serve as a starting point:

Henry D Black, United States1 year ago Comments: Current policies leave decisions to the federal government and not the locals where it should be. A top down alert & warning system does not work. Let's return to a bottom up system with policies reflecting the real wishes of the people. Otherwise, we loose any trust in there may be in the alert & warning systems at hand.
