We the affected people of Papua New Guinea who had been watching this PNG LNG project pettion the Government as Independent State of Papua New Guinea and Exon Mobil as Consortium Leader in the vetured US&15.2 billion Papua New Guinea Liquified Natural Gas project. The government had failed its own people since the beginning of the project negotiation in 2008 as Exon Mobil pushed for the project to lift off ground as soon as possible for its own interests. The major legal issues under Papua New Guinea Oil&Gas acts and the constitution had been bypassed ending up with project execution agreement in a shortest possible essence in many resources development histories. "The Project is of the state interest was the main reason from the government" avoiding major legal challenges and avoided corrections to safe gaurd the custodian landowners involvement in the project spin-off benefits and sub-contracts. As the Government and Exon mobil now tries clear their own messes created, the situation must not spill out. The history of Bouganville must not repeat on the island country again. The Government of Papua New Guinea under the Prime Ministership of Hon. Peter O'niel and Exon Mobil subsidiary Esso Highlands led by Peter Graham must ensure all negotiations must be held in the project's Petroleum Development Lisence Areas, in its respective electorates and the Province, and all outstanding issues must be resolved accordingingly: 1. Exon Mobil and Independent State of Papua New shall establish permanent liaision office in the electoral or district headquarters where Petroleum Development Lisence area is located. 2. Clan vetting must be conducted thoroughly as Papua New Guinea has 700 plus cultures and cultural inter-relations are very much complex which might lead to excluding genuine customary landowners. 3. Re-investigate equity distribution such as: 4% equity from 2% gross free carry for Juha PDL09 is worth nothing compared to other PDL areas, Portion 152 and Pipeline areas. The Independent State of Papua New Guinea and Exon Mobil knows what is exactly wrong here. 4. The Independent State of Papua New Guinea and Exon Mobil shall fund logistics and suplies for customary landowners involved in clans vetting process as the two most powerful power brokers involved in the project cleaning up the messes they have created.
