The only viable solution to combat players cheating and/or hacking The Division Dark Zone, would be to add an option to play either PvP or NPC. Therefore NPC would be an SPE Single Player Environment with no Rouge Agents. PvP Player v Player would have Division Rouge Agents and NPCs. Granted this is a massive undertaking... but, I would bet this has already been suggested either directly by Ubisoft Massive or their Dev Team has suggested it. It isn't impossible, it can be done, also you cannot enter DZ unless you have reached level 30 because your weopnary isn't powerful enough.

I'm not alone, with my solution and suggestion to combat the growing problem with The Division Dark Zone, and I want to get as many signatures as possible. If you agree with my suggestion I will then present this to Ubisoft CEO...
