During an interview with Matt Firor he mentioned that the leveling area for each alliance will be seperate to eachother, so that if you want to PvP you have to go into the designated PvP area, in the case of TESO, Cyrodiil. You can find the source in the bottom of the Petition text.
What Matt Firor stated in the interview:
"The levelling portion of the game is segregated by Alliance, so you won’t be running into enemies while adventuring. They’ll be in their Alliance home zones and you’ll be in yours. When you do go PvP, you travel to Cyrodiil, the province in the middle of Tamriel where the Alliance War is taking place."
This will be a big immersion breaker, even if the world is huge. It really limits the player. I believe that both PvP:ers as well as RP:ers would enjoy being able to have absolute freedom within Tamriel, even if the PvP in the opposing alliance zone would be limited. For example if you could only attack an enemy in that zone IF they flagged themselves for PvP first or attacked you.
