Allowing sweater hoods in school

I want the students of Robinson Middle School, Burke VA, to be allowed to wear hoods. A student might have a sweater with a hood on it, and it should be allowed to wear because it could make the student more comfortable or help concentrate. I don't think a hood would symbolise a gang in any way, like a hat, or bandana, so hoods should be permitted.
