RE: SB 1066 (Lieu) - Support - authorization for State Coastal Conservancy to address climate change in its programs and grants

Dear Senator Lieu:

I would like to express my strong support for your proposed legislation, Senate Bill (SB) 1066, authorizing the State Coastal Conservancy (SCC) to address climate change as part of its programs and grants.

Though existing law created the SCC to protect and enhance coastal resources and urban waterfronts through grants and other non-regulatory means, it does not expressly authorize the Conservancy to help address the adverse effects of climate change on coastal resources.

I believe SB 1066 will provide the necessary clarification the SCC needs to serve the State by addressing the growing impacts of climate change and improve its ability to protect, restore, and enhance coastal resources and urban waterfronts, by:

  • Providing clarification language to allow the SCC to fund, undertake, and award grants to public agencies and nonprofit organizations that address climate change projects;
  • Requiring the SCC to prioritize projects that maximize public benefits; and
  • Addressing the needs of the commercial fishing industry, particularly: harbors, ports, production of seafood, and related jobs.

The consequences of climate change, through extreme weather events and sea level rise, will disproportionately impact 80 percent of California's population living and working within 30 miles of the coast. These events could potentially cause major economic, ecological, physical, and social destruction. At risk are our ports, marinas, beaches, estuaries, coastal wetlands, and other unique coastal habitats and natural areas that drive tourism and support coastal communities.

SB 1066 is an important, direct bill that will assist the SCC to enhance and protect California's coastal communities, resources, and economy that contributes approximately $46 billion annually to the State. This measure makes economic, social, and environmental sense. Please accept my support for SB 1066.
