The UPA Government constituted National Commission of Farmers under the Chairmanship of Prof. M.S. Swaminathan who submitted the report in October 2006. The Government of India in consultation with states approved National Policy for Farmers in 2007. To operationalise this policy, the GOI is expected to suggest a Plan of Action and prepare appropriate mechanism and guideline by the Ministries/Departments. The policy specified that an Agriculture Coordination Committee under the Chairmanship of the Prime Minister would oversee the activity. From 11th September 2007 till 02.06.2012 the Prime Minister has not convened a meeting to review the activities. This clearly shows that the UPA Government especially Dr. Manmohan Singh and the UPA Chairperson Smt. Sonia Gandhi are not taking interest in welfare of the farmers. It is for this reason, that Agriculture Growth is stagnated at less than 2%, 30,000 farmers commit suicides every year, 40 million farmers are migrating and 400 million malnutritioned children, women and old people are living in villages.
