I was told I could do my Labor and Delivery Clinical in Israel but because it was on the list of dangerous places put out by the travel department it was forbidden.

But we have had a similar experience when trying to book our time share! We wanted to swap for a place in Eilat(as advertised in this company's catalogue)and our request was DENIED based on the State Dept. advisory!! After much hassle and incredulity we managed to get them to withdraw the block on their computer for long enough just to book our reservation!! This was outrageous and I'm sure illegal as well. (Time shares in Israel were advertised in their catalogue and we had never received any notification that these would no longer be available due to the advisory). I am sure anyone else trying to do the same is having the same problem. Regardless of any advisory, it is our decision as to where we want to go!!
