    Comments: Orange County needs to share the burden of future needs for airport facilities. The decision on the El Toro site should be reversed, as there is no other place left for a major international airport in the metropolitan area. Future LAX expansion should be halted until Orange County begins to shoulder their share of the burden. And as to the remote ground transportation center at Manchester Square, I believe this does not solve any security problems and needs to be scraped entirely.
