To: West Hollywood Mayor and City Council Members Re: Petition to Reduce Helicopter Noise On some days there have been more than 10 helicopter flights over the West Hollywood area near the Sheriff’s Department. There are large numbers of helicopter flights originating from points outside of West Hollywood and they are making considerable amounts of noise after dark. It is now, 11:43PM Saturday, January 8th, 2011 as I type this petition as these late night flights for no good reason have got to stop. Current helicopter flight patterns disturb the peace and quiet of our neighborhoods, interfere with our ability to hear normal conversations, television, radio and telephone, and they are simply a public nuisance as FAA has a 1,000 feet rule which for some reason, no one seems to care about or enforce. According to a Letter of Agreement, pilots can fly as low as 600' above sea level on their routes. FAA Advisory 91-36D states that pilots should make every effort to fly not less than 2000’ over noise-sensitive areas, which includes residential. Noise tests indicate that many of the helicopter flights produce louder noise than 65 decibels (dB), which is the maximum noise helicopters should make, according to the Helicopter Association International, Fly Neighborly Guide. Therefore, we request that the City of West Hollywood take whatever action it can to reduce helicopter noise in our neighborhoods, including the following: 1) Asking West Hollywood Sheriff’s Department to look into this matter as many calls have been made complaining of these events, only to have it passed on as a Los Angeles Police Department problem. Helicopter operators and the FAA need to work with the City and the affected public to revise the existing Letter of Agreement on routes, in order to minimize noise impacts; and 2) Asking Los Angeles Airport-based helicopter operators to fly as high as possible, preferably near or above 2000’, when transiting over noise-sensitive areas, and at slower speeds which will minimize noise. Respectfully, The Undersigned P.S. - It is now 12:32AM, on Sunday 1/09/2011 and the noise of a crop-duster plane or helicopter is still going back and forth.
