Ms. Gloria Macapagal Arroyo President of the Republic of the Philippines Malacanang Palace, J.P. * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Petition Against State-Sponsored Terrorism in the Philippines Ms. Gloria Macapagal Arroyo President of the Republic of the Philippines Malacanang Palace, J.P. Laurel St., San Miguel Manila, NCR 1005, PHILIPPINES Fax: +63 2929 3968 We, the undersigned, are alarmed by the killings and involuntary disappearances carried out by the Philippine military and its paramilitary units of leaders and members of opposition parties and popular organizations in the Philippines. The victims include human rights workers, lawyers, journalists, church people, peasant leaders and workers. They belong to progressive organizations opposing the policies of the Philippine government that impose more hardships and repression on the people like legislating new taxes, allowing the operation of foreign mining companies that destroy the environment and the livelihood of the people, enacting laws such as the National ID system and the Anti-Terrorism Law, among others. We demand that you publicly denounce these acts and take the necessary steps to end violations of human rights by state forces.
