However, the current proposed method of billing does not promote conservation thru reduced consumption. NOT when the "fixed" monthly charges will be $90/mth - which is outrageous. The billing methods should be 100% user pay based on rates per meter used. This rate is not rocket science to figure out. This would ensure that those using the most water are billed accordingly.Flag
