"Fresh Start", a halfway house for drug and alcohol addicts, has been operating a business illegally at 2128 N. Winchester Ave and has now applied for a special use permit to continue operating a halfway house at the single-family residence. Although we do not oppose the mission of "Fresh Start" nor the desire for drug addicts to straighten out their lives and get clean, we do oppose the operation of a business in a single-family residence that produces loitering, littering, noise, and threatens the safety and quality of life for the surrounding homeowners and residents. If this permit is granted, the owner of 2128 N. Winchester (Scott Lee Cohen) and "Fresh Start" will continue to operate the business for years to come at our expense and drive our asset values down. Please join us and oppose this "special use permit" by signing this petition. There is a hearing scheduled for Friday August 16 at 2pm at City Hall - 121 N. LaSalle, Room 200...please be there to express your concern and oppose this permit. Used to be a quiet street. Now there is trash everywhere and people yelling at night. ENOUGH.

This is a residential street not a business zone. We have enough trouble with parking already.

According to the American Planning Association, your assertion is wrong: "Community residences have no effect on the value of neighboring properties. More than 50 studies have examined their impact on property values probably more than for any other small land use. Although they use a variety of methodologies, all researchers have discovered that group homes and halfway houses do not affect property values of even the house next door. They have no effect on how long it takes to sell neighboring property, including the house next door. They have learned that community residences are often the best maintained properties on the block.
