    Comments: If this passes, it will be hard to show that it is unconstitutional in the future. Owning a gun is not a fundamental right, and the challenger would have to demonstrate that the legislation is not rationally related to the governmental purpose which seems virtually impossible. The only alternative if this passes would be to gain enough public support to repeal it. I hope it doesnt pass as it discriminates on basis of wealth for which there is little opportunity for redress.
