Poor property owners who can not afford to fix their home within ( NINETY DAYS) , can loose their property to wealthy investors who will then turn around and rent or resell the home for profit. Our city government making poor people poorer, helping the rich get richer off of poor peoples back. Something they struggle for their whole life.
