Honorable Judge Fallin Case #: 44,661 Second Judicial District Court Parish of Bienville State of Louisiana State of Louisiana Versus Patricia Hampton Dear Judge, In reference to the above case, we the undersigned submit this letter of interest in response to the past allegations levied against Patricia Hampton. The allegations stems from an audit conducted at the Arcadia Water Department several months ago that lead to the arrest of Patricia Hampton on January 25th, 2011 by Audie Miller, Investigator Office. The audit supposedly revealed missing funds in the amount of theft over $1,500.00 as defined by LA.R.S.14:67. However, a prior audit failed to uncover any discrepancies. On or about October 24,2010, the Fount Online News Reporter leave these comments: The Fount contacted Arcadia’s auditing firm of Edwards, Wade and Perry. CPA Tanya Wade told the Fount that she was in charge of the Arcadia audit account and for the 2009 audit report, which was released in June 2010. In response to the Fount’s question about what her firm’s involvement is in the water clerk suspension issue, Tanya Wade stated: “We never said she stole the money.” The following is a verbatim dialogue of the Fount’s interview with Ms. Wade regarding Hampton’s suspension: Tanya Wade: “We’ve seen a copy of the Bienville Democrat and it is just sticky because we cannot say whether she stole it or not because we don’t know.” The Fount: “Right, all you’ve done is report that this amount of money ($58,000) is missing, and” Tanya Wade: “No, I have not; I have not even said that.” The Fount: “Or that it might be missing?” Tanya Wade: “We have done tests and the tests have deficiencies and so I don’t know…I can’t say it’s missing. I can’t say that, that is not my job as auditor. According to the Louisiana Legislative Auditor’s Office, the current report of “deficiencies” in the water fund deposits in Arcadia’s 2009 audit is just one of many unfavorable evaluations on Arcadia’s accounting procedures, and comes as no surprise to certain audit-minded individuals who tracked Arcadia’s audits back to 1996.” It is indisputable that long before Patricia Hampton’s employment there, the town of Arcadia has had a long history of receiving audits in which auditors have “run certain tests” and found “deficiencies” and discrepancies in the water and sewer fund deposits, as well as other accounts. According to the law, Mayor Smith has a fiducial and ministerial duty to report any improprieties occurring in any office or branch of City government in Arcadia. Any failure to do so would result in malfeasance and possibly accessory after the fact. The undersigned are prayerful that Mayor Smith will dig further to uncover whether or not a male and female employee misappropriated funds that went unreported. It is the undersigned understanding that these employees are currently employed at the Water Department with no actions taken. We are prayerful that the actions taken against Mrs. Hampton are not race related. We are also prayerful that Mayor Smith will conduct an investigation into whether or not city funds were used to make personal loans to a specified citizen. Currently, many have resigned their position at the Department due to the unwarranted actions taken against Mrs. Patricia Hampton. Throughout the Arcadia Community there exists mixed emotions of the defaming of Mrs. Hampton’s character. The undersigned seek a formal investigation by an external independent agency that the truth of “Why” this complaint was filed by Mayor Smith, so Mrs. Patricia Hampton will be vindicated. You will find enclosed a copy of the Auditing Firm speaking out….. In conclusion, the undersigned have questions as to “Why” the Motion for Preliminary Examination; Motion for Discovery and Inspection; Motion To Suppress and Application for Bill of Particulars were not filed until November 15, 2011. Your prompt consideration in this matter will be greatly appreciated. The following signatures indicate the concern of this matter regarding Mrs. Patricia Hampton character.
