THE RIGHT TO EDUCATION IN IRELAND


I am signing this petition in order to campaign for graduate students who are forever stuck on social welfare payments (and living in poverty) to have the right to be allowed and permitted to access Back to Education Allowance for any postgraduate course, meaning any full-time fourth-level education program of their choice, without discrimination. The Department of Social Protection provides Back to Education Allowance for full-time undergraduate students, with certain restrictions. Currently, it prohibits university or third-level graduates from pursuing the majority of full-time degrees at fourth level (with the exception of two or three courses which are irrelevant to the majority of graduates). Thus, Back To Education discriminates against graduates who are unable to obtain work due to the nature of their generalized degree and fails to respect their intellectual and professional need to obtain specialized qualifications to enhance their employment prospects. Instead, it denies them the right to choose their career specialization. Thus, BTEAdoes not provide unrestricted access to full-time postgraduate degree programs (e.g. Masters and PHD degrees). Many graduates who have completed general third level degrees are unable to access jobs because their degrees are too general and they require further specialization at fourth level education.I campaign for SUSI and SWA to merge and make a difference (and provide a Free Travel Card for all).

Get rid of INTREO and MAP A NEW SOCIAL AND CULTURAL PROGRAM in all levels of education (working in liaison with universities to create a new jobs market)! We need a modern ethical and value system in our education system.

Plans need to be drawn up and thoroughly researched. This social program could consist of bringing together individual graduate students (who are on the social welfare payments) to conduct group research into a new social and cultural program, to plan and construct new value concepts and/or new business programs. These social programs should provide social outlets for everyone on the social welfare, including community and social activities. Use the rooms in the INTREO centres for graduate research groups.

It gets to the stage where the individual (on SWA) is cut off from all basic (money, jobs, education, good living conditions, social outlets, relationships) and human resources (social isolation and isolation from the world at large without TV, Internet, Washing Facilities, Electricity, Heating etc.) until their human rights have completely diminished. They are living in unhealthy living conditions and their intellectual, mental, emotional, and social health diminishes. It threatens their health.

It is the Department of Social Protection's duty, as a duty of care to protect human rights, especially graduates unrestricted right to educational development at fourth-level education.This has been neglected.The burden of responsibility falls on the graduate, under scrutiny, not to break these rules, or else be labelled a fraudster. We have to fight this scaremongering and these deception tactics. In fact, putting things in perspective they are violating our rights to education. The burden of responsibility falls on the Department of Social Protection, as their duty of care, to protect the rights of everyone to unrestricted education and enough money to survive. Without access to higher education, without access to work, living on social welfare becomes a long-term issue, and at that stage, it comes to feel like one is living in a third world country and not Ireland. These long-term low social welfare payments violate our rights. Something needs to change, very rapidly. Intreo is useless. Paying someone an extra 50 euro to do an internship for 35 hours a week is disgraceful. This covers merely the cost of travel. People can't afford to work 35 hours, expend energy, eat out (i.e. away from home), it is next to impossible. None of these should be an enforced law. They violate our human rights and it is abuse.
