7 CHUICHI NINGI support to set up the SOD in Hong Kong. every government wish to fully allocate her resources in order to enhance the step for further development. Every governments wants to minimize her social cost so as to maintain her stability. I would consider that every persons has his or her abilities including (homosexual and Transgender persons of course)to enrich the society. I think it would be a totally upset that if a person could not utilize his or her potential to contribute for the society for the reasons of his or her personal preferences that cannot offence others. A social worker could not be a social worker to other disadvantages for the reason of her gender identities. SHE becomes an disadvantages. This is totally a waste of social resources into a social cost. It is because discrimination has become an reasonable excuse for denying others entry to develop his or herself and , the society. Let discrimination to develop social cost is absolutly not a principle for any governments. Therefore I agree to set up the SOD. Therefore
