One of the primary and most important duty of society and the state is to ensure social security of every citizen (which assumes, first of all, providing food and shelter, and meeting all other needs, consistent with the quality of life).

Without fulfilling this goal, society has no purpose. Therefore it is necessary to point it out as a social goal and priority, and make it constitutional. It is necessary to make regular calculations, what are the costs of living and plan the budget accordingly.
