What's that smell on Rio Norte Drive, between Adobe Ct and Biago Ct????

We recently moved into the area and can't help but to notice that smell every time we go outside. Our guests have noticed and commented it as well. It gets so bad at times that we can't even open our windows.

I've been working with PMP (our HOA) to get this resolved, and according to them, property management claims they don't notice any smell/odor, and that no other residents have made any complaints.
