25 Ryan NeveMy understanding is that the new plant's effluent will be much cleaner than the current one's. The limiting factor for discharge of the new plant isn't water quality, but salinity. Furthermore, the plant is designed to easily be upgraded to enable wastewater to meet standards which would allow for it's use in irrigation. The limiting factor will be distribution to irrigation water users. I propose that all new subdivisions be required to install a second non-potable non-metered water system. I suspect that the closures are primarily a result of system failures which should be soon rectified. Other substantial contributors to local water quality are failed septic systems. The town should aggressively pursue an inspection regimen, and require all failed systems to tie in to city sewe, perhaps at a reduced fee.
