Scraper Sites Should Be Removed From The Web

The petition

As the years go by, I see more and more of the web turning into ad farms that don't contribute to the web in any way besides from one person trying to make money. Sites that should be useful resources are filled with ads, and are offered for sale at prices no one will pay.

What happened to collaborating to create a community?

How can we do that if millions and millions of domains are being used for scrapper sites?

From my knowledge of search engine positioning, I can tell that it is very hard for a site to be successful in Google after it has been a scrapper site.
