Hello my name is Isaac Ward North Carolina wants to choose how you can spend your money. They want you to keep playing the state sponsored lottery with proceeds going where (education) okay if they say so,they also say Sweepstakes target the poor, is that the case or is it that they don't want certain economic sectors ie minorities or the disadvantaged to have access to winnings they (the state) can't touch.
