   Comments: Cutting back on public safety is absurd! Counsel members should voluntarily serve (meaning without pay). The average salary for city employees rivals that of the median HOUSEHOLD income for Butte County -- this is far too high and shouldn't be. More paid city jobs in the arena of beautification and maintenance of that beauty should be eliminated and the public should be encouraged to volunteer their time to these positions. Maybe the population would have a deeper respect and appreciation of our community, it's beauty, and amenities if they took some ownership through work efforts. With this should come city financial-savings a plenty.

    Comments: There is approx. $6M in emergency reserves at the city of Chico. What constitues an emergency to be able to use these funds? We are going to make personnel and response time sacrafices in emergency services? I think it's time to consider furlough days for non-emergency staff at the city.
