British Speedway has been a popular sport since the late 1920's. Speedway Control Bureau (SCB) in conjunction with the British Speedway Promoter's Association (BSPA), part of the Auto-Cycle Union (ACU) who oversee all forms of track racing, govern the domestic leagues in the United Kingdom. 

The BSPA organises the domestic motorcycle speedway competitions in the UK and are also responsible for the promotion and running of the FIM (International motorcycle federation) meetings staged in Britain. Each club has a promoter in the association, although promotions under three years of membership do not have a vote. A management committee is elected at the Annual General Meeting and this committee is responsible for the day to day running of British Speedway.
All the promoters meet periodically to discuss matters of importance, usually rule changes. Apparent abuse of position by Management Committee and BSPA members to gain advantage over other clubs has become very apparent and more regular in recent times. Promoters who have a vested interest in decision making should not be allowed to make key decisions on their competitors. The unsatisfactory nature of the way the sport is run became very clear last winter when Elite League teams Coventry Bees and Peterborough Panthers became victim to this prejudice position held by key members of the management committee and BSPA and had to take legal advice as to their own position.
A promise was made by the BSPA to introduce an Independent Appeals Panel (IAP) and this has still not been honoured. The purpose of an IAP is to rule on disputed matters from the rule book - it would never be involved in the running of Speedway. The IAP would rule on matters such as the above example and any other disputes that appear to be settled unsatisfactorily.
Fans of the sport are becoming disillusioned and want the good name of Speedway restored and fairness applied across the board.

We the undersigned, would like to see fair play and a level playing field for all Speedway clubs in the sport and that an Independent Appeals Panel be put in place to preside over any issues between any clubs in this sport.
