Since the 1970s the area of Ta’Fġieni behind Villa Bologna and along Lorenzo Manché Street was earmarked as a Public Open Space but this is now all set to change. According to the new Locals Plans ratified in August 2006, it is now possible to construct multi-storey buildings having 3 storeys, a semi-basement and penthouse. In other words buildings which are 5 storeys high may now be built in what was a quiet, peaceful open space and a much needed buffer zone. This change will have a very negative impact on the character of Attard.

According to the MEPA Auditor and the Ombudsman, the way the changes to the Local Plans were carried out violates the Development Planning Act as well as EU regulations, as the consultation process was not carried out in the necessary manner.It will also deprive Villa Bologna of its buffer zone, as required by law, thus threatening the integrity of its historic house and gardens. We therefore appeal to the government to fulfill its original plan, by maintaining this area as a Public Open Space which is so essential now that the surrounding area is being built up. We also urge the authorities to landscape this site as soon as possible.
