the reason is to get the goverment to allow shisha smoking indoors also to keep the uk's small bussiness going there are ove 1000 shisha bars in the uk and each pays about 10,000 to gov as bussiness rate therefore shisha cafe's cant survive without serving shisha.owners have tried to get people to smoke outside but this is often refused by the customers due to the weather.
