    Comments: Do you really think this will accomplish anything? The Constitution requires a balanced budget. Big deal! We need to change the voters. They need to demand to be the final say and to become the final say. Until then, this is no more than window dressing. Once the people rebel, this will not be needed! It's like term limits. Term limits don't change anything. It just makes people feel better and remain asleep!
