This petition is to raise signatures for permission for a "Saint Bibiana's Parade"(the Patron Saint of Hangovers).The parades,held the morning after the Cortaca Jug game and Monroe festival,will involve community members marching through the stricken neighborhoods starting at 8am,carrying brooms,playing instruments, banging drums,blowing horns (much like Philadelphia's Mummer's day) and picking up garbage all with an honor guard of Harley & Muscle Car Drivers. Parade marchers will offer juice and coffee to the partiers awakened and politely invite them to join in. Parade marchers helping with trash pickup will be encouraged to loudly shout to chase away the hangovers and the effects of too much irresponsible binge drinking. At the end of the parade a few words of encouragement and goodwill will be read along with a few more about good citizenship. Then the parade will disperse.
