I feel this is important because it's a family friendly environment and people who are visiting from other states and countries as well don't need to see people walking around with their underwear showing. It's not necessary and it's not attractive to anyone but those wearing the fashion. It's not a black thing it's just a trend that crosses all cultures and races but it has run it's course.
