We, the signatories of this petition, request that political leaders take the following actions:

1. A significant increase in financial resources allocated to drinking water access and sanitation.
The current allocation of financial resources is dramatically insufficient for the millions of human beings who have no access to drinking water and sanitation.

2. A rapid allocation of these funds for emergency humanitarian action, especially in the poorest countries affected by armed conflict or natural disasters. This measure is essential to meet the United Nations Millenium Objective n° 7: to reduce by 50% the number of people with no access to drinking water and sanitation before 2015.

3. The creation of an International Water Agency, responsible for:
- mobilising funds and managing their allocation,
- promoting integrated water management,
- coordinating the organisations working in this field,
- implementing decisions.
This agency will also ensure that national governance and local capabilities are strengthened, and will develop an education and awareness policy.
