Right now there are possibly hundreds, if not thousands, of Texas drivers who have had their names placed erroneously in the failure to pay/failure to appear database maintained by Omnibase Services of Texas. The purpose of this database is to notify the DPS of offenders who have not taken care of their obligation to pay or appear in court for traffic violations. DPS then flags the record of the driver and they are banned from renewing the license. Several weeks ago Omnibase Systems updated the database which resulted in several errors. These glitches have not been resolved and in the mean time innocent drivers and those who have recently resolved their cases are still flagged. There is no oversight with this company from the state. DPS is not responsible they say because they don't have anything to do with the database. There needs to be a provision in the code protecting the drivers of this state from technical issues arising at Omnibase. There also needs to be provisions setting timeframes for maitenance of their database. It has been 4 weeks since this issue began, and this goes well beyond a simple inconvenience. DPS will not unflag records until the database is back up and this has put hundreds of citizens at a hardship. Either repeal 706 or ammend it. Also, Omnibase Services of Texas has demonstrated that it is incapable of maintaining records and should not be allowed to be the vendor for these contracted services. Actually, the DPS should maintain it's own records!
