A Campaign to Ignite RI's
Economy with Tax Free Art


Rhode Island was the first state to establish art districts and their incentives have been successful in attracting artists to move here to help build and contribute to the state’s economy. Now we have more artists per capita than any other state in the country. This initiative aims to revitalize our economy by building on the success of Rhode Island’s nine art districts and integrating them into a statewide program that offers the same benefits to artists and galleries in every town throughout the state. If enacted, we will shape history by becoming the first and only state in the country to have a statewide tax exemption on art. These changes would give Rhode Island a distinct advantage, and a strong spark for economic revitalization.


Key points of ArtSpark 2013:


1. Will eliminate sales tax on art


2. Will generate revenue by increased tourism and economic activity


3. Will strengthen Rhode Island’s identity as a destination for art


4. Will create jobs and new economic opportunities


5. Will draw people from other states to buy art and patronize nearby businesses


6. Will attract artists from other states bringing creative energy and innovation


7. Will foster a supportive climate for cultural development


8. Will revitalize and beautify communities contributing to quality of life and adding

to property values


9. Will promote historic preservation


10. Will ensure broad and equitable benefits for all artists and galleries

including those now operating outside of art districts
