We, the letter carrier craft, have previously carried out and effectively demonstrated the task of remembering a parcel (or parcels) for postal patrons along our designated routes with a little help from a turned letter. We have done so, by way of a history of cooperation between postal managers and craft members alike. We have achieved this by honoring a mutual understanding of workplace guidelines and practices. Specifically, the ELM 41, which states, the letter carrier has the option to turn a letter for the safe, efficient, and effective delivery of his or her daily parcel load. With the wave of customer delivery promises in the promotion of a "better" option as compared to our competitors, we in the craft and you as a manager will have to manage and handle greater gains in volume and face great customer expectations in this parcel campaign blitz we as an organization are currently conducting. Yes, if the letter carrier can recall a parcel without turning a letter they should continue to do so. But preserve the right to choose which method works best for the letter carrier and their respective route requirements.

We both do not want to see valuable time lost and delivery continuity interrupted due to excessive backtracking of missed parcels.

Action: We, the letter carrier craft respectfully request that you reinstate the option to turn a letter for a parcel which is designated for delivery.
