A petition by Assemblyman Joe Morelle opposing the withholding of New York State income-tax refunds:
We, the undersigned citizens of the State of New York, hereby make it known that we oppose any effort by the State of New York to withhold, delay or deny payment of state income tax refunds, said refunds being lawfully owed to the people of New York, for any purpose. We further affirm that the State of New York must resolve its fiscal crisis by means of prudent fiduciary polices rather than actions of a nature punitive to taxpayers and citizens.
